WHAT IS PENILE PHIMOSIS?Penile Phimosis is a condition of the penis that occurs in some adult males and boys who aren't circumcised. If a male has phimosis, his foreskin can't be pulled back (retracted). It may look like his penis has rings around the tip. Having phimosis isn't necessarily a problem.
